Small shorthaired indoor dog vs frigid outdoors

Our pup has a problem doing her bizz outside now that it is cold. We usually have to walk her a block or two before she will go. She won't go in the backyard.
Problem is,now she is beside herself at about the 1/2 block point cause her feet are so cold as is the rest of her. We have a dog jacket that she wears complete with hood. Doggie boots, errg..never thought I'd ever buy such a thing...are a no go. She wants them off and that's it! Can't say as I blame her. She looks hilarious with them on haha. But anyway, what to you folks who have chihauhaus (she is a good size, not fragile at all) do when it is this cold? Winter really is only beginning and I am envisioning "accidents" on my carpet because she is not going enough when outside. We tried the puppy pads early on when training her and that was a joke. She tore them up, never once used them for potty. We don't want her going indoors and undoing all the time spent training her to go out. Any advice would be appreciated. Thanks
