Bad Dog Owner leaves dog out in the cold

Anyone know much about the codes or regulations regarding dogs being left out in the winter. I ask this because there is a black lab mix that is tied outside all day. Even when it is freezing cold like now. All he has is a small homemade doghouse made out of thin plywood. Is there anything animal control can do. As far as i can tell the dog has never even been walked.
