puppy refusing to walk??

i have a 10 week old boxer, and she refuses to go for a walk. she widens her stance and will NOT walk forward. i have tried collars and harnesses, even trying to walk without a leash in the (fenced in) yard. she hates being outside and just whines by the door. the vet suggested putting the leash on her and letting her wander around the house, but she just chews on the leash instead. i know she needs exercise but i cant get her to do anything other than play tug of war???
