Dog friendly beach?

Would anyone know where, in the Westman area, dogs are allowed on a beach and in the water? I went to Oak Lake Beach yesterday, just to find out that dogs aren't allowed there. I would like to get into the water with my dog to help her realize that she can swim. She only goes in the Assiniboine River as long as her paws can touch ground.
