East End Dog Park Fence Issue

I am a regular attendee at the east end dog park. Last night my cocker spaniel was chasing balls, as usual, when one went under the fence in about the middle of the north side. In this particular spot there is a slight dip and the fence and bottom pipe do not come together. My cocker, being the ball crazy dog that she is, tried to go under this opening to get her ball and got her head stuck between the fence and the pipe. It was terrifying for both of us, but I was eventually able to get her free. She was not hurt just scared but I would really like to see something done about this. A smaller dog could probably get right out of the park and onto Victoria Avenue by crawling through this opening. Who can I speak with about fixing this problem so it doesn't happen again??? Just piling some rocks up at that opening may help....Maybe us dog people can each bring a rock next time we go to the park?!
