huge $1900 vet bill

So we go to the vet to get our shitzu's teeth looked at. Apparently the back teeth and gums are in rough shape. SHe is only 3 years old. I would be honest to say we have not brushed her teeth as much as we should. But does that justify a $1900, yes $1900 quote?? Not sure if vets just try to scare you into saying your dogs health is terrible and if you dont do anything the consequences will not be good. Some say to just leave her teeth alone as she will be fine and vets just try to make money off of people who really love their pets!!! The 1900 is for pulling a few teeth and x rays and sedatives. ANy opinions or ideas anyone?? Thanks a bunch
