Dogs Fighting

We recently purchased another dog in our home. For the most part things seem to be going well, but our new little dog has a bad habit of attacking our older dog once and a while. Both dogs are Pugs, so when I say attacking it is very mild, but still very stressful!
We can't figure it out because they cuddle together on a daily basis and these attacks come out of nowhere!
I know that there must be a lot of people that have multiple dogs in their homes. Does anyone have any thoughts on how to handle this situation?
