Just wondering if there is somewhere in Brandon (inside venue) that you could walk a small dog in the winter. We can go for a small walk but she needs more.

A treadmill? I have taught three dogs how to walk on one.  
 
My terrier hates winter, so we can plunk her on that for a walk any time - I do not even have to leash her on it any more, just turn it on and she goes for a "walk".  
 
Can't help you if there is any indoor areas that would allow it, but it is a nice idea. Too bad the Keystone can't open up on of their barn areas for the winter.

I can't think of anywhere you could just take her for a walk inside. But the Paw Resort does have a large play area, it isn't ideal, or cheap. But it's really the only thing I can think of. Have you tried putting a jacket and boots on her? My dog has to wear them or he'd be frozen solid after a block! The treadmill is also a good idea, but my dog is absolutely terrified of it, he doesn't even know it turns on yet and still won't step on the belt for food. Try and do lots of play in the house, it'll help as well!
