Brandon Humane Society will have knowledge of foster dogs in the area, if the type you are looking for is not at their facility.  
Also try Funds for Furry Friends and the Virden Animal Rescue - I think this is through the vet clinic in Virden.

You can adopt a dog from the pound for a lot less than at the humane society. But at the humane society you are also paying for your pets spay/neuter and basic shots, I think it costs around $200 and you have to go threw a strict application process and a home inspection. If you don't have a fenced yard, you probably will get turned down. Lots of people get denied a pet for various reasons. At the pound you pay about $40 and that registers your dog with the City of Brandon, and when you go to spay/neuter your pet, apply at the S.N.I.P. (Spay Neuter Incentive Program)and tell them you got your pet from the pound (you will have to provide your receipt from the pound) and they will fund all or part of your pets spay or neuter! There are lots of loveable dogs at the pound who have had a rough go at life and need/deserve a chance at a loving home. Hope this helps!

I highly recomend this rescue. They have a large variety of dogs to choose from. Adoption cost covers the spay or neuter and the dog is up to date on vaccines.  
And the SNIP program is through Funds For Friends and you can apply for the SNIP no matter where you get your dog from and the amount covered is based on your income.

I agree 100% with adopting or rescuing a dog! I have adopted through Funds for Furry Friends, and had an excellent experience.  
I also urge you to do some research into different types and ages of dogs - you mentioned Golden Retriever and Pug, which are two breeds with very different needs as far as food, grooming, exercise, veterinary expenses, etc. Here's a good article from a local vet:

Be sure to talk to friends who have dogs, meet their dogs and spend some time with them. Don't be in a rush, the more time and effort you put into research ahead of time, the better match you are likely to get!

Is an AMAZING organization!!! Contact them and tell them what kind of dog you are looking for and they will be great to help you find someone who will work for your family!! Their adoption procedure is pretty basic. Just want to make sure the dog will be looked after and cared for. I have adopted a dog through them and I highly recommend them! www.fundsforfriends.com  

I know a lot of people have already sung their praise but I have to recommend them as well! I've adopted 2 dogs from them now and it is such a great experience! They do have a super thorough process which some people find long but I think it is great to make sure the dog is going to a great home and will be a great fit for the adopting family. I love love my rescue dogs. It's such a nice feeling giving a dog a great life when they may not have had a good beginning.

We adopted from Strays that Can't Pay... 3 years ago this April actually. We were very happy with the adopting process, as it is more than just picking out a dog and taking them home. I am sure all adoption agencies have their guidelines they like to follow.

Both Funds for Furry Friends and the Brandon Humane Society have websites with pics and info on all their amazing dogs.  
Please take the time to check them out, as well as the pound. Good luck with finding your furry friend and hope you will give a wonderful animal their forever home.

You can also check out Spirit of Hope Rescue's website in Winnipeg...my niece does a lot of fostering for them and they always have lots of wonderful dogs for adoption.

From what I understand the Brandon humane society and the no fence thing is on a case by case basis and not hard fast rule. I adopted my girl from there they were very supportive. It was not an invasive experience at all.  
 
I've also fostered for strays that can't pay and have had great experiences with them.

Regina, Dauphin, and Winnipeg all have pet shelters as well

There are pure breeds that end up in rescue too and most rescues operate in a foster program, so the dogs are socialized in a family environment. Even when they are from a shelter, they are very well socialized.  
Adoption fees generally cover spay/neuter, shots, microchip, health guarantee, heartworm prevention. Adoption fees are less that what you would pay if you go through the process on your own. The guidelines for each rescue vary and you will be checked out, as they want the very best for their adoptables.
