My Betta fish has a white lump/cloud kind of thing over his eye. Any ideas on what it could be/how to treat it?

Could it be ick ? ( white cloudy bacterial infection) What kind of water do you keep it in? What type of tank and how often do you change the water?

He's in a 3 gallon filtered and heated tank. I treat the water with Nutrafin

It sounds like it's either ick or pop eye, you should really have him in a bigger tank somewhere between a 20 gallon and 30 gallon he will strive,be happier and look way more colourful
