trapping strays

Anyone know who to call? Is it animal control/pound or city bylaw ? I have at least one or two stray male cats out by my place never mind the 100 or so that live in and around the livestock Auction mart. I only ask because they have been coming and terrorizing my cats and doing what strays do, mark everything. The smell of male cat is strong
