I have no idea who to direct this question to because it kind of involves both MPI and the City of Brandon, so thought I'd ask here!  
 
We have a vehicle that we put on lay-up insurance through the winter. Since we don't have a garage, we just park it in our driveway, which I thought would be totally fine. We keep the snow cleaned off of it (it isn't hazardous in any way): it's just not a good winter vehicle.  
 
I'm somewhat new to Brandon, and just learned from someone about the Nuisance By-Law regarding derelict vehicles. I read through it and am now a little concerned about our vehicle. To an outsider, since it clearly hasn't been driven in 30 days (no tracks by the tires) and is kept in the open, I'm concerned that it may look derelict. In the by-law, it says that derelict vehicles will be towed. I'm worried that one day we'll come home from work and our vehicle will be gone! We have nowhere else to put it, so I'm not sure at all what to do.  
 
Does anyone know - would you get a warning first if the city is concerned and considering towing it? I don't want to be stressed out and worrying about this the whole rest of this year and every winter to come!

Q. Can I park my unregistered Vehicle in my back yard?  
 
A. All vehicles parking on private property must have a minimum of ‘lay up’ insurance (theft & fire) or you can obtain a derelict vehicle permit from city hall. Unregistered vehicles are considered derelict, and not permitted under the by-law.

If it's in your driveway then it's all good! We put our second car on lay up insurance while I was on mat leave. It stayed in the driveway and we had no issues.

I agree with all said. As long as it is parked on your drive and it's not hindering the walk path and it has lay-up insurance your okay. You must have a neighbor who does not like your car parked on the drive close to their house. Don't worry there are lots of house proud people living in Brandon.

Where in the original post does it say a neighbor or anyone complained???  
 
As already said as long as you got the minimum required by the city you will have no issues. If you need further clarification give the police by-law section a call and they will let you know all that is needed.

No one has complained (that I know of). We've never has anyone from by-law stop by or anything: I just wanted to make sure we aren't doing anything wrong.  
 
I guess if we get a complaint or anything happens in the future, I will just show the lay-up insurance papers to whoever would need it.
