Vehicles on Lay-Up Insurance

I have no idea who to direct this question to because it kind of involves both MPI and the City of Brandon, so thought I'd ask here!
We have a vehicle that we put on lay-up insurance through the winter. Since we don't have a garage, we just park it in our driveway, which I thought would be totally fine. We keep the snow cleaned off of it (it isn't hazardous in any way): it's just not a good winter vehicle.
I'm somewhat new to Brandon, and just learned from someone about the Nuisance By-Law regarding derelict vehicles. I read through it and am now a little concerned about our vehicle. To an outsider, since it clearly hasn't been driven in 30 days (no tracks by the tires) and is kept in the open, I'm concerned that it may look derelict. In the by-law, it says that derelict vehicles will be towed. I'm worried that one day we'll come home from work and our vehicle will be gone! We have nowhere else to put it, so I'm not sure at all what to do.
Does anyone know - would you get a warning first if the city is concerned and considering towing it? I don't want to be stressed out and worrying about this the whole rest of this year and every winter to come!
