I've been seeing 20 - 30 people daily driving into the nearby playground parking lot, stop to play on thier phone for ~ 4mins and then driving off again? Not getting out to go to the playground or dog park?? Is there some kind of new Pokemon Go or geo cache game going on that i don't know about??

It's probably Pokemon Go. With the nice weather everyone is coming out of the woodworks to play it again.

Pokémon Go has been out since July 16th or 17th of 2016. This is nothing new around Brandon for people to play. A lot were even playing during the winter. Now the numbers have changed a lot for how many play and don't play anymore. A lot of things have also changed in the game too. My son plays so I know where most things are.  
 
Too better answer the OP's question though, what area are you talking about.

Lion's Park. The odd times after dark is a bit concerning but if it's just Pokemon thats ok.

There are two pokestops there. The game has changed a lot when it first came out. Not only do pokestops give people free items to help them during the day, but every day all the pokestops give out quests to be completed as well. Every day that you complete a quest, earns you a stamp and gets you one day closer to being able to catch a mythical Pokémon.  
They also finally released Mew in the game so there are separate quests to be completed before you can catch that.  
 
There are 25 gyms around Brandon that are usually at churches or the odd other place. Gyms also have a built in pokestop. And then there are tons of normal pokestops around town too. I don't even know how many but it's quite a bit.
