Fox Place Park AKA The Train Park AKA the park at Rosser and Fotheringham is mostly snow-free and relatively dry. It's very sandy there and sloped, so it's usually one of the first you can get onto in the spring.
We were there yesterday and there's only a patch of snow in the middle and in the trees remaining. The play structure, swings, etc are fully accessible although the sand is still very wet, so wear boots. But no standing puddles. My 14-month-old was able to walk around and play.
