The landlords always eat the costs, that's why. There's almost no recourse - it's tough enough with just the humans that inhabit some of these places.
Cats are naturally clean, sure - but male cats can spray (less likley if neutered, but it still can happen) as well as when the humans are lazy and don't clean the box they tend to find other places to relieve themselves. And if you've ever been in a place that has been infested with cat pee you know that smell is almost impossible to get out.
It's a case of once bitten twice shy. I have had a rental before. Allowed a dog. People moved out, basement full of dog crap, doors scratched to hell, floors all needed redoing, fur everwhere. Allowed a cat another time. Cat pee smell I had to deal with. Overall, it cost me a couple thousand dollars between both.
I'm not saying there isn't good pet owners out there, but I am saying it's not worth the risk for a landlord.
Actually these days I'm not even sure being a landlord at all is worth the risk. I've heard so many horror stories, and there's almost no recourse. Ends up costing you more money in the end if you try to go after your lost money. Again, there's good tenants, but it's like anything else - bitten once or twice and you end up a bit jaded.
I'd suggest anyone who wants a pet try to save up for a cheap place (trailer, small home, etc) or else wait for the perfect landlord to show up who hasn't been bitten yet.
