I would recommend looking at various artists portfolios, at the different shops. It's easy now with social media. Then when you see an artist who has done the subject you want, in the style you want, make an appointment to go for a consult with them.
Example - I wanted a specific bird, done in black and white. I 'liked' the different tattoo shops, and looked through the artists photo albums. There were many artists who had done birds, and they were all very good, but TJ at Blood and Iron had done a number of black and white birds in the style that I wanted. I went and saw him, took some photos of the particular bird, explained what I wanted, and he drew up my new tattoo! I am beyond happy with it.
