I have seen BPS on the 1st St bridge heading north and cruisers pulling people over for speeding at least three times recently (they were there earlier today but are gone now - I am not posting this to tell speeders their location) . I am curious if you think BPS is ticketing everyone who is going over the speed limit on the bridge via Canada Post as it is not 70km there yet (and there is a female officer holding what I assume is a radar camera on a stand) or just the vehicles you see pulled over (assuming she radios ahead but have no idea). I am curious every time I see them set up there.

they're cashing in on the deficiency of leaving the speed limit at the default 50km/h on the bridge when there's no justification for having it so low.  
It actually needs to be justified, which I'm researching now.  
 
if they cared about safety, they'd put a "your speed is" sign like they did on 18th st on the hill instead of just ambushing drivers who are driving the speed for which the road is designed, but failed to update the signs. This is the most important thing, and it deserves more attention.

I cant think of there being a reason for it being 50km on the northbound side when leaving the downtown core.  
 
However coming southbound on the bridge makes complete sense to me why its 50 by the time you enter the bridge. There is a set of lights at rosser as you enter the downtown area and in the unforeseen chance traffic gets backed up at the light and someone comes flying up the bridge at 70(more likely 80 as everyone does 10 over) where they cannot see traffic is stopped at a light till they peak the bridge makes sense to me.

I really hope BPS also focuses on the stretch of First Street from the bridge up to the Trans-Canada Highway. The speed limits 70 km/h, but I`ve been passed like I was standing still while driving close to 80 km/h. Lots of people also cant maintain their lane on the stretch.

I did get a ticket thinking I was doing no wrong going 71 they said I was going this speed coming over the bridge I drove back going north on 1st street and see no signs anywhere that say its a 50 So tell me where are you to speed up at the sign or when you see it?? every other sign stop yield etc you get ready for it ie slow down before coming to a complete stop at the sign This speed trap is nothing more than a money grab I never speed in town. I know if I am driving and don't stop at the light on the south side of the bridge I maintain my speed around 50 it seems when I stop at the light you give it more gas for the hill anticipating the 70 So why not set up on the south side of the bridge and catch speeders there , going 70 before that sign is not in any way harmful to the public or safety MONEY GRAB

People are whining because they got a speeding ticket because they won’t obey the speeding law...signs are posted....how many times have you travelled over this bridge knowing that there are signs and yet you still insist on speeding.....I have always driven over the bridge at 50 km. and watch most drivers pass me going over the speed limit & when I see that 70 km sign I travel at that speed limit...and I still see people passing me at 70 km....my question is...why does anyone have to speed to begin with especially within city limits.

I don't see an issue if you obey the signs either.  
 
I drive that twice a day and have never had a speeding ticket.  
 
So, you are saving a whole minute, maybe two to get to wherever your going, by speeding and getting a ticket (good old MPIC insurance goes up on you also). Or you are losing 15 minutes, while the police write out a ticket - not that hard to figure out.  
 
Signs are clearly marked.

And you see them there numerous times because sooooo many people speed there everyday. How much was your ticket??

when a high percentage of vehicles traveling on a section of roadway are found to be travelling at a particular speed, that is different than the posted limit, A REVIEW of the situation is supposed to occur. The speed limit is then supposed to be evaluated using an "Engineering Speed Limit Study", the same study that's supposed to be conducted when a roadway is created, or modified(new bridge).  
 
This was obviously not done by the city of province.  
 
Provincial guidelines for authorities to set/reset speed limits dictate that setting the speed limit to an appropriate level to meet driver's expectations given sightlines, physics, pedestrians, visual distractions, etc and must be justified in a way that meets the safety needs of all while also expediting the flow of traffic.  
 
The guidelines also specifically state that having an inappropriately low speed limit sends the wrong message, and also decreases safety since some drivers will be going much slower than others, such diversity of operating speed(actual speeds on road) increases the risk of rear-end and lane-changing collisions. These are made exponentially worse by being on a bridge structure.  
 
This bridge is a straight-line shot downhill, into the river valley, where drivers know the speed limit is already higher, and pedestrian and bicycle traffic are segregated by a concrete K-barrier. Therefore it is reasonable for the speed on the bridge to be accelerating toward about 70KM/h.  
 
Without the study having been completed or followed during the bridge reconstruction, the speed limit has to be left at the default urban speed of 50KM/h.  
 
This can only be fixed by someone causing an "initiation event" such as a motion from council, or another entity who speaks on behalf of users of the road.  
 
The city needs to fix this, or else they are sending the message that speeders' cash is more important than actual safety.

Construction isn't finished yet. The city wants to rebuild the Pacific Ave. intersection. No clue how they're going to do it, but they want access to Pacific from First street. Once that happens the Engineering Speed Limit Study will probably be conducted and determine the current speed limits are best suited for the area.

You're in the city where the speed limit is 50: heading north over the bridge. Seems to me you should assume the limit is still 50 until you see a sign telling you otherwise - the 70 sign. It really isn't rocket science.

I wonder who in the enforcement section decided that ticketing was the best way to modify the driver behavior, compared to the radar displays on 18th st?  
 
Adam, is there a way to get someone from the city to chime-in on this topic on the record?  
 
I witnessed a gigantic percentage of drivers, even foreign-plated visitors being pulled-aside while I was watching, and the laser operator just turned her back to the device whenever all the police cruisers were occupied with issuing tickets, letting other speeders go. I'm sure that those visitors are going to have nothing positive to tell their friends back home having experienced this predatory behavior.  
 
How is the bridge construction NOT COMPLETE?? It hasn't been touched in what, a year? I get the feeling that the 50 zone will outlast the attention span of everyone involved with the project. Honestly I feel like the same (lazyness?) thing happened with the 110 bypass, which happens to be marked at the default 90KM/h rural speed even though it has controlled access.

There is some leeway in the speeds on the bridge. Defiantly went through there radar set up accelerating down the north side of the bridge. I would have passed her gun doing 60+ but at top of the bridge was doing 50-55. Its the people doing 70+ before the top of the bridge that are the issue.  
 
There is a safety concern in that you can't always see what is happening on the North Side of the Bridge from the South side. Far better chance of reacting at 50 then 70.  
 
Better place to radar would be southbound traffic on the south side of the bridge. No gray area. The 50 is posted on North Side so there is no I can see the sign so I'm good excuse at all.  
 
Sparkycivic your logic on them changing the speed limits because the speeders (law breakers) are more at risk to hit the speed limit drivers (Law abiders) is slightly flawed in my opinion. How about the speeders follow the law and they won't need to swerve around others in an unsafe manner. We all know that if they change limit to 70 between rosser and the Bridge, people will be doing 80+ so people doing 70 still a hazard. I believe there will still be traffic moving from 1st street on to Pacific so probably don't need people going 70.  
 
Rowdy does it matter if the catch you doing 70 at the top of the bridge on the North or South side, no. Speed limit is 50. Go 50 until you get to sign saying 70. There is no law saying you have to slow down before a stop sign. If your vehicle can stop on a dime you could do speed limit to the stop sign and nail brakes. Might end up with a reckless driving ticket as it would cause other drivers/pedestrians to be concerned about what you are doing driving so fast at a stop sign Laws of physics is what makes you need to prepare to stop at an intersection. Speed limit signs are the same, When accelerating it is at the sign, when decelerating they give you warning signs that posted speed limit is dropping so be prepared. There is never a sign saying speed limit increase ahead.

Studies also show that going the speed limit greatly reduces the number of speeding tickets. To 0 even. Pretty simple, do not break the law, don't get the ticket!

So you can't drive 70 k/hr over the bridge, big deal. Does going an extra 20 km/h for 210 m really make a difference?  
 
And since the bridge and 1st St are Provincial, the Mayor has nothing to do with setting the speed.

I agree with this 100 percent. The faster an o:bject is traveling upon impact, the greater the force, the damage, will be and metal wins over human tissue every time..

I don’t think you know what “controlled access” means if you think Hwy 110 is controlled access.

It’s a good place for a speed trap. Drivers have no warning going over the “hill” of the bridge. They’ve been doing this for decades so it shouldn’t be a surprise.  
 
I’ve seen them give three rolling stop sign tickets so that’s awesome! Keep it up I need some more LOLs!

controlled access is basically the Interstate highways. There's no direct access from intersecting or side roads to the main highway without using a cloverleaf or on/off ramps.

so if one is to follow this procedure the 110kph on Highway #1 needs to be reviewed as the larger percentage of drivers (that I have observed) now travels at 120kph since the change. I know I do but unlike a lot of people if I get a ticket doing it I know it's on me and pay I will.

one of the first things you learn driving is unless posted , the speed limit urban is 50 , until a sign says otherwise. Thus when you get north of the bridge there is a 70 sign , that is when you can speed up...

I went of Google Earth Street View and found that sign. This one was on 1st North by the Petro Can. And on Page 57 of the Manitoba Drivers Handbook has this.
