I looked out our window today and saw two bikes, which we assume to have been stolen and dumped, left inside our fenced yard.  
 
Who do we contact regarding the bikes? Do we contact the police? Seems like a minor situation to bother them with at this time...

Could secure them and then post on various sites for the owners to hopefully see and get ahold of you to claim

I know they aren't on the streets as much, but if they spotted stolen bikes they would take pictures of them in black and white and post them on Facebook. Owner would have to disclose color and other identify things about the bike to be told it's location.  
 
Maybe take a black and white picture and post it in Facebook a Stolen Bikes of Brandon group.  
 
Also contacting the police wouldn't hurt. There was a huge thing last year about a new app that people could register their bikes too. It's called 529 Garage and the BPS was helping people register on it so if bikes are stolen it's easier to trace back to the owner

Just contact the police non-emergency line and they will send a unit by when they have the time to pick them up. They do this all the time.
