Let’s use logic for a minute. If I practice social distancing and pack my own groceries how do I get or give anyone covid with my reusable bag? As long as the stainless surface where groceries are packed is wiped. All good.
Versus the plastic bags where if the person before you or hours before you coughed or sneezed on them bingo virus spread. "I think the whole point is to protect the workers, which is why if you're bringing your own bags you should pack your own groceries.
Yes, the worker could have coughed and sneezed on the plastic bags, but that's only one person. If the worker is touching reuseable bags, however, they are touching the germs of potentially hundreds of people in a shift.
A plastic bag, theoretically, you can just take home and toss and have no further contact with it.
It seems logical to me.
