I don't know if there is a way to do this....but....  
I have an address , and I'd like to find out the last name of the person living there...does anyone know if there is a way to find this? thank you

Don't be creepy....but you can google an address.

If the purpose of your inquiry is above board, you should feel comfortable knocking on the door and asking. If you are not comfortable in doing same, I don't know what to tell you.  
 
Given the social distancing now required, this may not be advised. Just depends on how urgent your need is.

try Canada 411 you can do reverse phone number look ups and addresses.

Not sure if it is available to the public but maybe a visit or call to the town office could confirm.  
Short of that knock on a neighbours door and ask if they know.  
If it is connected to a criminal activity then contact the police who will have a listing.

Explain the situation with them in a letter and leave a phone number they can call back to start a conversation?

Definitely Canada 411 reverse search on the internet. It will allow you to type address or phone number and find out who lives there. But only works if the person has a landline. So if it is a rented unit, the info could be out of date. In a new build, it might say it doesn't exist. This is based off the telephone book.  
Example: My home doesn't have a landline or internet and it was a new build, so we aren't listed at all. I even tested it just to verify if anything had changed. It hasn't. Use advanced search for address searches.

Henderson directory I believe it’s called.

I think they stopped making those in 1985....
