Well, we have the benefit of 20/20 at this point. Maybe they should have shut down travel, but at the same time, it was unlikely to make one iota of difference in the big picture. Already by February/March, the vast majority of people entering Canada were Canadian citizens returning home, and no travel ban could prevent their movement as they have a unilateral right to enter Canada. It was those people, not visitors, that primarily brought the virus into the country, mostly from the US & Europe.
So unless every country (including the US & Europe) had simultaneously enacted travel bans for tourism at that point, it would have been mostly moot. Canada doesn't have exit restrictions on it's citizens, unlike places like China. My parents left for the US in mid-late February despite our (their kids') suggestion that maybe they shouldn't, but there would have been nothing Canada could have done to stop it.
This is uncharted territory in a lot of ways. I think they hoped it would be like SARS, where it was confined primarily to health-care settings and would burn itself out in a relatively short amount of time. When it became clear it's wasn't the case, it was already far too late.
