Is it 24 hour?  
Or do we call the non emergency number to file a complaint.  
 
I am sick of seeing 10-12 people a night gathering at my neighbors house.

Why don't you just call the number and see?

Go ask them what the problem is that they have so many visitors. Inform them of the current health orders. But also let them know you can’t turn a blind eye to it going forward.  
 
A little compassion can go a long way.

While I agree being nice is the way to go in these times people are easily agitated. I would not approach but simply call tip line and let them deal with it. They are your neighbours and you have to live with them next door.

To just call the line. Who in their right mind would go over and ask if they are aware of the regulations? Lol

Definitely do not go over there and talk to them about it. If you do end up calling the tip line, it will ensure they know it was you who called. It would also put you at risk by extra exposure during a pandemic. That's honestly not a good idea in this case.  
 
The rules are clear, there is no need for "compassion", especially if this case is as you say, it sounds like a repeated blatant breaking of the rules. Don't be made to feel guilty for calling in an infraction that is putting people at risk. If there is a compassionate reason for their gatherings, the folks from the covid tip line can be the judge of that.  
 
Your neighbors are clearly not being compassionate by undermining the health orders that is putting our health care system in jeopardy and the health of others at risk, not to mention mitigating everyone else's sacrifice.

These restrictions that are in place will only be temporary but someone dying from this virus is forever. So please everybody just do your part and don’t be selfish.
