I used boat-ed.com.
So it appears you can't just take the test. You can take an on line course from many different vendors. (cost me $29.95) There was a free study guide I reviewed ahead before signing up and taking the course. They provide short quizzes for each section and you can't proceed unless you get 80%. There's a practice test at the very end and then they link you to the gov't website to take the real test, then you're routed back to the original site where they issue a temp permit for you to print. Allow LOTS of time there's a boat load (yuk, yuk) of info. The navigation section is a bitch! The actual test wasn't too too difficult. It's timed but you get lots of time. I even googled a few on my phone to double check my answer. I think the pass mark is 76%.
