That's just the thing - unless the *people* of Russia get rid of Putin, there's no way to get rid of him short of us assassinating him (which I assume I don't need to explain why that's a Terrible No Good Idea).
Part of the idea of sanctions is in fact to make the people suffer in hopes that they turn inward. We can't win this war without Russians being on our side, even if the motive is ultimately to relieve their own suffering instead if any altruistic motive.
