That's a great idea and would be better than what is in place now. It does leave some (note I said some) of our older population, that don't use that technology, out of the loop. There are also others that don't have the option of that technology.
A text alert, as well as a system like Environment Canada uses over Phone TV and radio for emergency situations is as likely to reach as many citizens as possible.
Our own city emergency alerting system could also be used, but if it happened on the first Wednesday of the month in the late afternoon some might not pay attention.
