I'm not sure where you have lived and what city supposably resort back to gravel roads within city limits i call bs on that . I have not seen any city worker out filling potholes i did see the province out doing some . I don't doubt that pothole filling in this conditions is effective but to let them grow to big craters that can seriously damage a vehicle or not properly fixing watermain digs in month/years is a completely different story
