I went for a consultation with an artist, they said it would take them x amount of hours to complete the tattoo. I've completed 2 sessions, first was outline which was almost the total amount of hours a the entire quote, i go back for the second session thinking they'd finish the color/shading.... nope only about a 1/3rd done. They said it'd be another few hours to finish (which i'm not confident it will get done in that time)  
This artist has been in the industry for 5ish years, so not new or really experienced. I'm being charge full shop hourly wage.  
My question is how do i approach this situation (i have never been to this artist before). They do good job just very slow compared to other artist I've been too. My concern/issue is that I was told it would be x amount of hours to finish and were already 1.5x that and only about 2/3rds done. I understand they're not as experienced therefore a little slower, but then should that artist be charging at full shop rate?

But I am heavily covered with tattoos and know a few artists around here are not worth what they price out to be... personally I go to Rudy at Last Studio On The Left in oak lake.  
 
I would say maybe look at other artist an see if it can be finished by someone as from reading it sounds like they are pulling a scam to gain more from you

Is the person located in shilo? If so they have a history of scamming.

Can you hold them to their quote once they are finished? Is this something that others here on eBrandon have been able to do?

I would simply sit down and talk to them - preferably at a time prior to your next session. Tell them your concerns: your quote was x hours for the completed work, they are now at 1 1/2 times x and have not completed the work. Tell them that you are happy with the quality of work, but are concerned about how far over the quote they already are, and will be more so in order to finish. And ask what they usually do in such a situation, when they quote a time and then take double (or more than double) the quote, as far as pricing. If the artist doesn't give you a satisfactory answer, and they are not the shop owner, then I would speak with the owner.
