Is Recycling for Real in Brandon?

Can somebody provide a full, accurate and truthful list of the types of items that are actually recycled (as opposed to the items that we think are being recycled, but end up in the landfill)?
A number of people have told me that a large percentage of the items that we put in blue bins and think are being recycled aren't actually being recycled. They tell me that a lot of recycling isn't economically viable at this time, so the stuff just ends up in the dump with all the other garbage. They tell me that, at the moment, encouraging recycling is really a "behaviour modification" exercise, that is intended to train people to put "recyclable" material in the blue bin, so that when/if recycling becomes viable, there will be a ready supply of recyclable material. Is any of that true?
Is the $4,000,000 that we are spending on the new bins just a very expensive "behaviour modification" exercise? How much of the stuff I put in the blue bin will actually be recycled? How much will end up in the dump anyway?
If anybody has the correct information (not spin, real info please), please share it with us.
