Public Hearing regarding construction of a new Fire Station and Emergency Communications Centre
Public Notice is hereby given that the Council of the City of Brandon intends to hold a Public Hearing at its regular City Council Meeting on October 6, 2008 at 7:30 PM in the Council Chambers regarding the borrowing of funds to construct a new Fire Station and Emergency Communications Centre.
LOCAL IMPROVEMENT PLAN 1 – 2008
Fire Station and Emergency Communications Centre
1. The proposed local improvement is the construction of a new fire station and emergency communications centre in the vicinity of 19th St. and Maple Ave. in the City of Brandon.
2. The local improvement tax will be levied on all properties in the City of Brandon including properties that would be otherwise exempt from municipal taxation.
3. All real property owners in the City of Brandon would be required to pay this local improvement levy.
4. The local improvement cost would be levied based on the portioned assessment for each property over a period of twenty (20) years at an estimated rate of five and one half percent (5.5%).
5. The estimated total cost of the improvement is Eleven Million dollars ($11,000,000).
6. The total cost of the local improvement will be recovered from this local improvement levy.
7. The estimated amount to be borrowed is Eleven Million dollars ($11,000,000) at a maximum rate of five and one half percent (5.5%) amortized over twenty (20) years. Repayment of this debt plus interest shall be made in equal annual installments of $920,472.63.
8. The operating and maintenance costs of this new building shall be paid out of the annual operating budget.
The Public Hearing process provides citizens with the opportunity to ask questions and provide feedback regarding this project. No prior registration of a citizen’s desire to speak to City Council is required for the Public Hearing. It is estimated this borrowing will increase property taxes on most properties by 3-3.25%.
