What kind of snake is this?

Today we took a trip out to souris and when we were walking back from the tower on the path we found the tiniest little light green snake. He is only about 3 inches long, he isnt a garter snake. He is light green, and almost looks blue when the sun shines on him.
Just wondering what other types of snake we have in manitoba, and what this one could possibly be?
