Has Anyone Seen a Rat?!

When my Dad and I were out for a walk with my dog tonight around 11:00, we were walking through the parking lot of the Petro Canada on 26th and Victoria ave. And there in front of us near the gas pumps was a VERY VERY large SCARY RAT!! It was soo huge. I screamed and ran and it in fact started to chase my little dog. I want to know if anyone knows if there is a rat problem in this city? I have never seen one before and this one was the size of a rabbit. Should this rat have been there? Near all the noisy traffic? and it actually came at us and then chased my dog, never been so scared. Is this normal in this city??? Please Help!
