Problem With Apartment....

I, along with the other tenants in the building, have been experiencing problems with hot water for over a month now... We've complained to the landlord, who claimed they would have some one over to see what the problem is a couple of times, yet it still isn't fixed. The water will run warm for about a minute, then its about room temperature (not the greatest showers...brrrrr!). Im not sure what to do anymore, it seems like complaining doesn't get anything fixed... What should I do?
