Residential Snow Removal Street Dumping

Is it the norm for these snow removal companies to push a resident's snow onto the street?
Last year and now again this year, our neighbor's snow removal company clears their driveway and city sidewalk and puts all the snow onto the street.
This dumping process results is quite a bit of snow on the street throughout the winter that the rest of us have to attempt to drive through.
Yes, the city eventually clears the entire street (2-3 times last year) but I'm wondering why the company just doesn't pile the snow on the owner's property??
I don't shovel or blow snow into the street or onto a neighbor's property.
I'm just thinking that a business should have a little more consideration for those of us who don't own a 4x4!
Is there a reason these companies do this?
