window loan/rebates?

Is there any programs through mb hydro or anywhere else that do loans/rebates/grants for home owners who are looking to update windows and other things? I found the one through MB hydro for insulation, but mostly right now I'm looking for one for updating the windows! I had heard of one a number of years ago, but not sure who it was through or anything, thanks!
