Options to fight cemetery vandalism: Your thoughts?

The growth of cemetery vandalism incidents was discussed at length on eBrandon in the spring and summer.
The city is now looking into options that would reduce the amount of vandalism, or at the least make it easier to catch vandals in the act.
Two options are being considered...
Option 1: upgrade manned on-site security to daily eight hour per night shifts... approximate yearly cost being $30,000. Right now the city targets specific times and has security working on average 3-4 hours per night. The rough estimate on the current cost I was given was $15,000.
Option 2: purchase cameras that can be plugged into the existing police system. Setup of one of these cameras could be done in a couple of different ways. The first would be to install cameras that would essentially cover the whole cemetery at an initial setup cost of $72,000 (which could be phased in over three years). The other option would be to identify a specific area at an approx cost of $18,000 to have a camera on that specific area. These cameras would be at a level of quality where police could detect that something is going on and send a patrol car to look into/deal with the situation. They would not however be at a level where they could always identify specific suspects... that type of camera would cost significantly more.
What in eBrandonners' opinions is the best way to go to?
