(Cigarette) Butt Pickers

The amount of homeless / mentally ill people that are walking around the downtown area collecting cigarette butts is ridiculous.
This should maybe be addressed, not only for health reasons, but for the fact that it is just downright nasty.
I walked out the front door of my office a couple months ago to see two older men picking through the snowbank. One of them acctually said "We Hit The Goldmine!!"
