My daughter and I were out walking our dogs, I had both dogs and she was walking a bit away from me in order to play in the puddles, then she found, in the snow what I think are devices that are used for drugs. I am not educated at all in this area, so some help would be appreciated. One was a small plastic bottle with a pen ( with the ink stick in the middle missing so it was just a plastic tube) attached to it somehow, but securely attached, the other something the shape of a pen also but a larger circumference it had like a small metal thing on one end, and the other end was shaped... I don't know what they are used for but I am assuming some kind of drug.  
 
My question is, what are you supposed to do if you find something like this? Leave it there, for maybe a kid without an adult to find? Take it and throw in the garbage, therefore carrying it in my possession for another mile to get home to my garbage container, I for obvious reasons would not want to put it in someone else's garbage bin, or is there somewhere you should call? I was frozen and didn't know what to do when she found it. These #*%&# people that leave these things to be found!! 3 blocks from a school!! I didn't even know how to go about answering her when she asked what they were!!
