Water Pressure-no water

I live on the 600 block of franklin and we currently have no water. It started as low pressure, now there is none. My aunt who lives on the 400 of douglas is experiencing the same thing. (also lights are doing lots of flickering)
Does anyone know why this is happening? ie water main break?
