rogue shopping carts

I was grocery shopping yesterday and witnessed a shopping cart, blown by the extremely strong winds, hit a parked car. My question is, who is responsible for the damage? It was obviously very windy yesterday. Who would leave their cart just sitting in an open parking lot? On the other hand, there were no designated areas to park carts outside at this location. What would you do if it was your car?
