What about smokers/pet owners?

I'm trying to assist a family member with finding an apartment in Brandon. The only problem is, he has a small dog and he's a smoker. That seems to disqualify him from every available apartment. Does anyone know of a place that allows that?
He's also in his 70's, so I'm not sure he'd fit in with the University students who are looking for roommates.
Any ideas would be greatly appreciated!
