18th street rail bridge on Doer's radar

Per an article in Friday's paper, Gary Doer has mentioned that upgrading the 18th street rail bridge may have to be looked at sooner than the originally scheduled 2026 date.
Long-term, it's very necessary to have complete traffic flow and to properly put our soon-to-be two new 18th street river bridges to proper use.
Any project would bring in a bit of a "Short term pain for long term gain" kind of situation. Doer has said that there may be the possibility that the entire bridge would have to be closed down for a length of time while work is done. That would create a crazy amount of strain on 8th street/1st street for a while... which would necessitate things being completed a LOT quicker than the current bridges.
