Emergency by 18th street river bridge

Just passed over the 18th street river bridge and there appears to be an emergency situation. As I passed over there was a person that looked to be 100% wrapped in dry blankets or towels lying on the riverbank on the West side, with three of four younger people standing around looking very concerned. A lot of police cars, ambulances and a fire truck were just arriving.
I hope it wasn't as serious as it looked. That said, please don't feel the need to go down to see what's happening. Traffic was already not good in the area and the authorities will need to be able to do their job.
