What does it take to get the police at your house????!!!!

A co-worker of mine recently called the police late at night because there were two men peeking in her windows, obviuosly attempting to see if anyone was home so they could do a break-in. They had rang the doorbell first, and when nobody answered (it was almost midnight and they figured whoever would go away), they looked in the windows to stake the place out.
So, she called the police and let them know that there was someone trying to break into her house right at that moment, and could they send the police. You know what she was told...that until they broke in, the police wouldn't come, so to call back once they were in!!!! She thought they misunderstood, so told them again that there were 2 men with hoods peeking through her windows, trying to get in. They said again...until they break in, there's nothing they can do. Meanwhile, the men had left, so she thought, and she asked if the police could at least drive through the neighbourhood. She was told...we don't really do that, but call us back if they break in. They returned a few minutes later in a car, so she turned on a light in her home, and they took off, only to drive by slowly a few minutes later to make sure it wasn't just a motion detector, and when they realized it wasn't, they took off for good.
What the heck is wrong with our police force that they can't go to a house where the caller is advising of a break and enter in progress!! Was she supposed to wait until they got in and hurt her?? Is it not a crime to peek in someone's windows when you don't know the owner of the house? Daily, my respect for law enforcement falls further and further. I'm appalled and flabergasted that 2 men in dark clothes and hoods peeking in your windows at midnight doesn't warrant so much as a drive-by by our police force. Honestly, it makes me want to start keeping a gun under my bed for my own protection, because I certainly can't count on our police force to protect me!
