New 18th st Bridge opening Thursday

So, I hear the announcement on the radio today as I am actually driving by the new 18th st bridge that the bridge will be opening up tomorrow morning. The first thing I think (as I frequently need to go over this bridge) is great, finally traffic will speed up. However, as I am driving, I notice that the lines on the bridge have been painted as solid, double yellow lines. This means that the bridge will be used for 2-way traffic, therefore, they must be closing down the old bridge. WHY???? Unless they need to remove the old bridge for space for the 2nd new one, why the #&@! would they close it down before the 2nd bridge is done? All this means is that we are going to have to put up with traffic jams on 18th st for another 2 years as they work on the 2nd bridge. If you ask me, this is just plain stupid. If anyone has any other news about why they are doing this I would be very grateful to hear it.
