Land southeast of 8th street bridge?

Anyone driving down Pacific during a typical work day may notice a scene similar to what's in the picture in the right-hand column. At times, it seems that right now the odd vehicle makes use of the vacant land on the Southeast side of the 8th street bridge as parking.
Folks will remember that a few years ago, the land was proposed for a couple of uses. One being an innovative mini-mall kind of setup overlooking the train tracks. Another if I recall correctly was parking/storage for the nearby then-condo building.
I'm not sure who at this point is in control of the land (assuming it is no longer that particular condo developer), but has anyone heard anything about possible future use? If there isn't already something in the works, might it be considered for some sort of more formal parking complex as some of the planned condo renos are carried out in the area? Is there something else of benefit to Brandon and downtown that a developer should consider??
