crime PREVENTION, not crime QUOTAS

Has anybody else noticed an abundance of patrol cars on the road lately? Every month end, it's always quota time. This got me thinking: if the police have quotas for crime, then what use are crime statistics when the people who are paid to prevent those crimes are the ones deciding how much said crime they are going to convict... shouldn't the emphasis be on prevention, and not conviction and income from fines and penalties. Isn't the underlying reason in the first place for policing to make our community a safer more cooperative place so that our economy can thrive and our children can prosper? thoughts please?
