Strange thing at Eleanor Kidd Gardens

I was just down there today walking, and I noticed two large areas of trees that are completely tangled with string. It looks like a great big web or something.
There are two areas - one with regular twine and one with different coloured yarns.
Is this some sort of art thing? vandalism? school project? game?
There were deer running around there and I'd hate to think what would happen if one of them were to get caught in this mess.
