Is idling necessary when it is +9 ??

I just have to shake my head at my neighbour. This person idles their car at the weirdest times.
This afternoon I was out in the yard and the car started. It was +9 today!! That car ran for about 10 or 15 minutes before the dim wit came out and got in it. I wanted to yell out "you don't need to *warm up* your car - it's plus nine degrees celcius!!"
This happens all the time - in the mornings when it's not cold, etc. I know it's not a big deal in the scheme of life, but I really have to wonder how or WHY anyone would feel the need to warm up their car when it's not even cold out.... I keep trying to think up reasons but I can't think of even ONE good one!
