Policing Question

Yesterday in Brandon's East end just off of Victoria I saw the RM of Cornwallis policeman sitting in his red Chevy Tahoe (unmarked) taking radar of people going down Victoria Avenue east. He was there for over an hour but I did not see him pull anyone over.
Does he have the authority to pull people over within the city and give them tickets just like BPS does? I am just curious.
