What's happening on the North Hill?

Does anyone know why there are several police cars blocking the streets in the Kirkaldy area from 1st street to 3rd (at least)?
I saw 2 cars for certain that were just parked with their flashers on and the officers were sitting in the cars. No accident, no obvious water main break or downed power lines....
